The UCY Library as National Office for Support for Open Access

The UCY Library would like to inform that according to the terms of funding of the 7th Framework Programme (FP7) and the European Research Council (ERC), researchers receiving funding from the European Commission in the fields of:

  • Energy
  • Environment,
  • Health,
  • Information and Communication Technologies,
  • Research Infrastructures and e-Infrastructures,
  • Science in Society,
  • Socio-economic Sciences and Humanities

must submit the full text of their research publications that derive from the above funding programs to an open access repository, so that the publications be permanently available worldwide. This obligation concerns the research results of 20% of all projects funded by FP7, while researchers in other fields may also make their publications available in open access archives.

It should be noted that the European Commission policies on issues of open access to publications funded under the above fields are realized through the projects OpenAIRE and OpenAIREplus. In summary, the European Commission applies the guidelines of two important texts regarding open access: Guidelines for Open Access, published by ERC Scientific Council in December 2007, and Open Access Pilot, published by the European Commission in August 2008, the provisions of which will apply until FP7 expires.

According to these policies practiced by the European Commission, researchers who receive/d funding from the Commission in one of the 7 fields above have the obligation to publish the results of their research in an open access repository within 6-12 months after their initial publication. It should be noted that according to the European Commission instructions, researchers must first seek to publish their work in an open access institutional repository. If this is not possible, then the work must be published in a thematic repository in Open Access Directory. In case this is not possible either, then the work must be submitted to the Orphan Repository maintained by OpenAIRE project in collaboration with CERN.

Today there are 3 open access institutional repositories in Cyprus to which researchers may submit their articles.

  • LEKYTHOS repository at the University of Cyprus.
  • KTISIS repository at the Technical University of Cyprus.
  • KYPSELI repository at the Open University of Cyprus.

The University of Cyprus Library is partner in the projects OpenAIRE and OpenAIREplus and operates as National Office for Support for Open Access and as information point, assisting researchers in the process of article submission and in promoting their research.
